Cartographer's Seals are used on the Atlas of Worlds to "uncomplete" a map. An uncompleted map will be removed from the player's map drops until that map is completed again (completion bonus is removed too). It can still drop in neighbouring maps in the Atlas.
Seals come in three variants and each variant can only be used on the tier they're intended for. The matching tiers can be recognized by the colour or name:

Cartographer's Seals can no longer be obtained via their recipe as they can no longer be used. They can now be sold to a vendor to recoup the original recipe components.
