Demon Stitcher was a Delve league specific world drop unique. Since Delve is added to core game, it can be acquired in the game without Zana crafted Delve map mod (which does not exist).

Players reported that this gloves drop inside the Azurite Mine. However, other player also reported that this gloves cannot be chanced even inside the Azurite Mine, during ver. 3.13. The actual restriction that disallow this item to be chanced is not yet know or explained by GGG.

As lack of data from multiple players, it is not known it is affected by version 3.14.0 change or not, which added some league-specific item to the core drop pool.
