Dying Breath applies a special aura to the character:[1]
Party members and minions within the aura have 18% increased damage. This bonus applies to all damage, including that of spells, traps, and totems.
Enemies within the aura are affected by curses from any source with 18% increased magnitude.
Note that the aura given by Dying Breath needs line of sight, unlike auras given by skills. Also, the aura comes from the item, not the player, so it won't be affected by any aura bonuses.

Several Staves are now classified as Warstaves. Warstaves can no longer roll caster-related modifiers, while Staves retain their old mod generation behaviour.
Certain staff base types can no longer roll spell-based mods such as added damage for spells or increased spell damage. Their base attack speeds have been slightly increased, and their damage decreased to compensate. This affects all existing versions of these base types. (For a full list, see Version 3.7.0 § Item Balance.)

↑Using a Lua error: Error: invalid field alias "items._pageName"; aliases cannot contain dots or quotes.. on a legacy Dying Breath Coiled Staff with the implicit modifier +18% Chance to Block Attack Damage while wielding a Staff will increase the value of that modifier to 20%.
