Elreon's mod cannot be crafted together with Xopec's mana cost reduction mod, even they are in different mod groups according to the datamined values. Those mods have the same tag "has_mana_cost_mod". Players can obtain legacy item that have both mana cost reduction mods in permanent leagues by trading with other players.

However, Elreon's mana cost reduction mod can be crafted on other Xopec's mod that did not involve mana cost reduction, such as increased maximum Mana and Mana gained for each Enemy hit by your Attacks hybrid mod.

The Elreon's crafted mods also have a legacy variant -# to Total Mana Cost of Skills that affects channelling and non-channelling skills. The legacy item can only be obtainable in permanent leagues by trading with other players. Since all Elreon's mod are in the same mod group, players cannot craft both channelling and non-channelling signature mods on the same item.

3.9.0	Monster resistances throughout the game have been reviewed and made more consistent. In many cases this has resulted in more resistances on monsters.
3.8.0	Elreon's signature veil mod: the mana cost reduction crafted modifier has been split into two separate modifiers -- one for Channeling skill mana costs, and one for non-Channeling skill mana costs. Each has three ranks.
3.6.0	Bosses which previously had 60% or 80% less effect of curses on them now have 33% or 66% less effect of curses on them respectively. This includes map bosses, Incursion architects, Betrayal targets, Breachlords, Shaper, Elder and others. In 3.6.0, Jun is introduced in Highgate in Act 9. Thus, Elreon now can be encountered from Act 9 onwards only.
