There is no in-game help text to explain what "Petrified" is. By the meaning of that word,[1][2][3] as well as other source of this debuff, it seems slow the character's action speed to zero.
The status icon of Replica Rumi's Concoction's flask effect, also indicates that the flask also making the character take reduced physical damage, however it is not certain that this effect is in fact from the gained endurance charge or armour rating, or from this version of Petrified.
These effects have a cost. The default 0% quality Replica Rumi's Concoction has a flask effect duration of 0.4s.
