At 100% health
Slam
Tsoagoth raises his claw and whacks the ground, creating a medium-ranged shockwave.
Tidal Rush
Tsoagoth enters a defensive stance for 5 seconds, gaining 80% damage reduction, and damaging nearby enemies. During this period, Tsoagoth is 40% slower, can only melee, and will constantly summon Brine Spawn.
At 75% health
Flood Arena (1)
Upon reaching 75% health, Tsoagoth shrinks the arena with tidal waves. He is untargetable while the stage is shrinking. Tidal waves apply Cold Degen (a cold modifier of Degeneration Aura) on contact. For the duration, lightning will strike the ground, while orbs of water come out of the waves. Even after the effect ends, orbs of water will continue to come out of the waves. The arena returns to a larger size, although smaller than it was originally.
At 50% health

Upon reaching 50% health, Tsoagoth shrinks the arena again, more than before. This time, however, lightning does not strike the ground, and there are no orbs of water.
Cleave
Tsoagoth is capable of attacking in an arc. It applies the Maim status, reducing movement speed by 30% for 4 seconds.
At 25% health
Flood Arena (3)
Upon reaching 25% health, Tsoagoth shrinks the arena yet again, and more than the previous time. In this final phase of the fight, Tsoagoth will no longe ruse Tidal Rush. Instead of orbs of water, lightning will constantly strike the ground in random places until the end.
